Short answer: The EB-5 “minimum investment” is only capital: $800,000 for rural/TEA set-asides, $1,050,000 outside TEA. On top come regional-center admin fees, USCIS government fees (I-526E, Integrity Fund, I-829, etc.), legal fees and source-of-funds work. From 30 November 2026 several USCIS fees rise—budget the full stack once.
What makes up total EB-5 cost?
- Capital — $800k or $1.05M by TEA/set-aside status.
- Regional-center admin fee — project-specific, often tens of thousands of dollars, refund rules vary.
- Government fees — I-526E, Integrity Fund, I-829, visa or I-485; after 30 November the I-526E-stage government total can approach about $9,000.
- Legal and documents — immigration counsel, source-of-funds packaging, translations.
- Family size — later visa/adjustment fees scale per person. See US EB-5 Investor Immigration.
Why not compare only on “$800,000”?
Two rural projects at the same capital can differ widely on admin fees and exit terms; government and legal fees are more standardized. Capital-only comparison understates cash out the door and ignores opportunity cost while funds are locked. Demand a written fee schedule before subscribing.
2026 fee timing
| Item | Note |
|---|---|
| Capital | $800k / $1.05M; possible inflation adjustment in 2027 |
| USCIS fees | Rise from 30 Nov; earlier postmark can lock old fees |
| Admin fee | Set by project; in the subscription docs |
| Legal / SOF | Case complexity |
Global Immigrate’s recommendation
Build one budget: capital + admin + government (pre/post 30 Nov) + legal/SOF + dependent follow-on fees. Still prefer rural set-aside for Current numbers and priority processing. Do not rush an incomplete filing only to save government fees. Get separate written fee disclosures from the project and from counsel.
