The change
SUV applicants used to be able to apply for an optional work permit after filing for permanent residence, and come to Canada to run their business. Since 19 December 2025, IRCC no longer accepts new applications for this work permit, except from people already in Canada extending their current SUV work permit.
The effect
- Applicants without a work permit: generally wait overseas for the permanent residence decision.
- Applicants in Canada on a work permit: can extend, and are prioritised for permanent residence.
How to respond
- If you are in Canada: note your permit’s expiry date and extend in good time.
- If you are overseas: keep documents current and the business ready and operating.
- Stay in touch with your designated organisation and record the business’s progress for the assessment.
The link to the new programme
IRCC says these measures set the foundation for a new entrepreneur pilot. Work permit arrangements under the new programme are yet to be announced.
