Short answer: Under the new nationality law, Portuguese citizenship generally needs ten years of legal residence. The Golden Visa’s low stay rules (7 days in year one, 14 every two years) still apply, so the programme is better for residence and EU mobility than a fast passport.

If citizenship is the main goal
- Consider citizenship-by-investment programmes that grant a passport directly (e.g. Caribbean).
- Or evaluate other European routes with higher stay but potentially different naturalisation clocks (case by case).
- Direct PR programmes such as Malta also do not equal a fast passport.

Decide whether you need “European residence” or a “European passport”. For the former, Portugal’s low stay remains attractive; for the latter, re-compare CBI and other paths.
