Short answer: Hong Kong QMAS does not require a prior job offer and is assessed by points. The General Points Test typically needs around 80 points; the Achievement-based Test is for applicants with exceptional achievements. After approval you can develop your career in Hong Kong and apply for permanent residence after seven years of continuous ordinary residence.

- QMAS: no investment and no job offer needed — suited to strong education or experience and flexible career plans.
Permanent residence
“Ordinary residence” is assessed by days present, family and economic ties. Spouse and unmarried children under 18 can be included.
