Short answer: EB-5 applicants outside the United States, after I-526E approval and a current priority date, proceed through NVC: pay fees, upload civil and immigration documents, then book a consular interview. A medical exam with a panel physician is required before the interview. Hong Kong and Taiwan applicants usually interview in their designated consular district.
What happens at NVC?
After USCIS sends the approved case, NVC issues instructions. The principal and derivatives pay applicable fees, submit passport biodata, birth/marriage records, police certificates (by residence history), and other immigration documents as directed. Only when fees and documents are complete does NVC clear the case for interview scheduling. Visa numbers must remain available under the bulletin. See US EB-5 Investor Immigration.
Medical exam and interview day
Complete the exam only with a Department of State panel physician; follow sealing/submission rules. Officers may ask about the project, lawful source of funds, understanding of conditional residence and I-829, and family relationships. Answers should match the I-526E record. Bring originals and copies per post instructions.

Global Immigrate’s recommendation
Build the funds narrative at I-526E as if you will be interviewed later—avoid contradictions after approval. Allow time for translations and civil documents at NVC. Rural set-asides help once numbers are needed. Run a mock Q&A with counsel on source of funds and project understanding before the interview.
