The programme’s core idea
The SUV aimed to attract immigrant entrepreneurs with the potential to build businesses in Canada (outside Quebec) that are:
- innovative
- able to create jobs for Canadians
- able to compete globally
Why was it paused?
Business immigration applications had built up a large backlog. IRCC said the pause and related measures would help manage it, support immigration levels, and lay the foundation for a new programme.
What it suggests for the future
The new programme is likely to keep the focus on innovation, jobs and competitiveness, with more weight on real economic contribution.
