What IRCC has said
In its notice of 19 December 2025, IRCC said that pausing the SUV and related measures would set the foundation for the transition to a new, targeted pilot program for immigrant entrepreneurs, and help address the large inventory of business immigration applications. It said more information would be communicated in 2026.

Any claim to know the new programme’s details should be checked against official announcements.
The likely direction
The word "targeted" suggests the new programme may place more weight on a business’s real economic contribution — such as job creation, genuine operations and committed funding. That is consistent with the SUV’s original focus on innovation, jobs and global competitiveness.
What you can prepare now
- Your business idea: a clear market position and revenue model.
- Language: the SUV required IELTS 5; taking the test early is sensible.
- Proof of funds: organise your available funds and source documents.
- Relevant experience: evidence of entrepreneurial, management or technical background.
