What Is the Business Performance Agreement in Canadian Entrepreneur Immigration?

Summary

Entrepreneur streams in provinces such as British Columbia and Alberta require a performance agreement setting out investment, operations and hiring commitments; nomination follows once you meet them.

What the agreement does

Canadian provincial entrepreneur streams generally follow a "work permit first, nomination later" model. On approval you sign a performance agreement, setting out:

  • The investment amount and timing
  • The business’s operations and location
  • Any hiring commitments
  • Your day-to-day management role

While operating

  • Complete the investment and open the business on schedule
  • Submit progress reports regularly
  • Keep full financial and operating records

Once you meet the terms

You submit a final report showing you met the agreement. Once verified, the province issues a nomination, and you apply to the federal government for permanent residence.

Planning advice

Targets should be realistic. Before signing, assess the market, operating costs and hiring difficulty carefully, so over-ambitious targets don’t cost you the nomination.

FAQ

What if I miss the agreement targets?

It can affect your nomination, depending on the province’s rules — so set targets conservatively.
