Taiwan: the routes at a glance

Taiwan shares a language and culture with Hong Kong, has a lower cost of living, and offers excellent healthcare and education, making it a popular choice for families. Which investment route applies depends on your status: Hong Kong and Macau permanent residents can invest NT$6,000,000 to set up and run a company, then apply for settlement and a Taiwan ID once they have residence; foreign passport holders can apply for an APRC through business or government bond investment.

Hong Kong and Macau residents: from residence to a Taiwan ID

Once you have residence, you can apply for settlement after one year of continuous residence with no more than 30 days abroad, or after two years with at least 270 days in Taiwan each year — while still meeting your original conditions — and receive household registration and an ID card, keeping your Hong Kong permanent residence.

Foreign nationals: permanent residency (APRC)

Invest at least NT$15,000,000 in a Taiwan business and create five jobs for Taiwanese nationals for three years, or at least NT$30,000,000 in central government bonds for three years; once approved by the National Immigration Agency you receive an APRC, and your spouse and minor children can apply too.

Living and schooling

Taiwan’s National Health Insurance covers medical costs (generally after six months’ residence or from the start of employment), children can attend local schools, and living costs in every city are generally lower than in Hong Kong.

Who can apply

The Hong Kong and Macau route is for permanent residents holding an HKSAR or MSAR passport, a BN(O) or a pre-handover Macau Portuguese passport, with no other foreign passport; foreign passport holders use the foreign-national route (APRC). Mainland Chinese residents come under separate cross-Strait rules and generally cannot gain residence through investment.

FAQ

How do the two routes differ?

Hong Kong and Macau residents invest NT$6,000,000 and can settle with a Taiwan ID; foreign nationals invest NT$15,000,000 or more (or NT$30,000,000 in bonds) for an APRC, which is permanent residence rather than an ID.

Do I have to give up my Hong Kong status after settling in Taiwan?

No. Hong Kong and Macau residents keep their Hong Kong permanent resident status after settling.

Do I have to set up a company in Taiwan?

The Hong Kong and Macau route requires setting up and running a company; foreign nationals can choose business investment or the bond route, which needs no business.

Can I leave Taiwan while I have residence?

Yes, but Hong Kong and Macau residents must meet the residence-day requirements before applying for settlement, so plan travel early.
