The core idea
The SUV aimed to attract immigrant entrepreneurs to build businesses in Canada (outside Quebec) that are:
- innovative
- able to create jobs for Canadians
- able to compete globally
Key features
- No minimum investment or net worth requirement
- Direct permanent residence for the family
- A language requirement of IELTS 5
- Up to five founders applying together
Why was it paused?
Business immigration had built up a large backlog. IRCC said the pause and related measures would help manage it, support immigration levels and lay the foundation for a new programme.
What it suggests for the future
The new programme is likely to keep the focus on innovation, jobs and competitiveness, with more weight on real economic contribution. Prospective applicants can prepare a business idea, prototype, language results and proof of funds now.

We have specialised in the SUV since 2018 and helped more than 100 families gain Canadian permanent residence.
