Canada’s New Pilot for Immigrant Entrepreneurs: What We Know So Far

Written by Global Immigrate consultants · Reviewed by Oscar Yip, Founder & Managing Director

Summary

IRCC plans to replace the paused Start-up Visa with a new, targeted pilot for immigrant entrepreneurs. What has and hasn’t been announced, the likely direction, and what you can prepare now.

What IRCC has said

In its notice of 19 December 2025, IRCC said that pausing the SUV and related measures would set the foundation for the transition to a new, targeted pilot program for immigrant entrepreneurs, and help address the large inventory of business immigration applications. It said more information would be communicated in 2026.

Known and unknown

Announced Not yet announced
The SUV has been paused since 30 June 2026 Eligibility for the new programme
Accepted SUV applications continue Investment or funding requirements
A new entrepreneur pilot will follow Annual numbers
More information in 2026 The application process and opening date

Any claim to know the new programme’s details should be checked against official announcements.

The likely direction

The word "targeted" suggests the new programme may place more weight on a business’s real economic contribution, such as:

  • A concrete plan for creating jobs
  • Genuine operations in Canada
  • The applicant’s and team’s ability and financial commitment

That is consistent with the SUV’s original focus on innovation, job creation and global competitiveness.

What you can prepare now

  1. Business idea: a clear market position, revenue model and plan for operating in Canada.
  2. Product prototype: a website or app prototype helps show the project is viable.
  3. Language: the SUV required IELTS 5; results are usually valid for two years, so time your test.
  4. Proof of funds: organise your available funds and source documents.
  5. Team: if applying as a team, settle members, roles and ownership first.

Why preparing early helps

Early demand is usually high when a new programme opens. Well-prepared applicants can apply faster and are better placed to meet stricter requirements.
